a bare content table (the syscall table, currently) isn't table.topnav
-- it's real tabular data, not a nav bar, so it gets its own rules,
explicitly scoped off table.topnav so a plain "td" selector here can
never leak a border/padding change onto the nav bar's own cells.

[comment]
blink is inert in every modern browser (stripped years ago) -- this
opacity-flicker keyframe animation revives the actual behavior, so the
literal \[blink\] markup in content really blinks again instead of just
sitting there as plain text.

[comment]
spin isn't a real html tag -- btf2html passes any unrecognized tag name
through as its own literal element (verified directly against
btf2html.pl), so this is kaboom's own "spinning text" with zero
compiler changes: just an element name + this rotation keyframe.
